Taiwan’s Third Sector for the Development of Information Society

Abstract:

The civilization of mankind has been evolved through the Natural, Agriculture and Industrial Societies, and into the Information Society. Taiwan’s Third Sector has been emphasizing on advocating the tools of Information Society at APEC (Asia-Pacific Economic Cooperation) –where the only international platform that we’re able to shovel something for leading the development of information economy and attaining our mission goal. Various derivative resources are flowing continuously to the Asia-Pacific region and radiating to the worldwide. A lot of opportunities rising in new era; however, the public sector has become inability and many private sector status are also existed in Taiwan. The consequence is that nothing can be captured but the disintegration of the middle class and enlarging the wealth gap, and growing pressure in people's lives. In short, Taiwan deeply trapped in the social dilemma after 2000 because of "the motivation of anti-morality"—as said by Arthur Schopenhauer (a German philosopher). Therefore, this paper started studying why Taiwan could success during 1965-2000 by the method of qualitative research and reviewing the context of development of Taiwan history, to realize that the people of Taiwan endured long torment during the “Colonialism” and “Authoritarianism” and finally gained the acclaim of “Economic Miracle” in the world. It’s thus discovered that there’re three public sector characters—K. T. Li, Chiang Ching-Kuo and Lee Teng-Hui significantly affected the development of the Information Society in Taiwan’s Third Sector through the literature review. Moreover, through interview, it’s found out that the fourth stage of human civilization—“Information Society” which was something to do with the economic cogitation of “Corporate-Balance” of Chiang Ching-Kuo, and further to create a paradigm of the Third Wave Democratization. Due to the limited space, this paper has been positioned as a “Society Study” which blocked to research the related critical issues of Taiwan’s Third Sector with the Public and Private Sectors, and framed the scope on analyzing the dimensions of impacting the range of social change and economic development. In addition, this paper adopted the methods of description, evidence, interpretation and induction to analyze the past successful experiences of Taiwan, and to do the intersect-argumentation iteratively that the global megatrends; meanwhile, also intended by the view of philosophy to enter from the Epistemology, and by the logical deduction to reiterate the theory of improvement constantly, then supplemented by the participation of “Ethics” to expect through the past for recognizing the recent situation, and looking forward to the bright future of Taiwan.
